A former 239-acre dairy farm offers a rare opportunity to develop one of the few remaining large tracts along Lower Swatara Township's growing Fulling Mill commercial corridor and Rt. 441, just minutes from Harrisburg International Airport.

The entire tract at 2400 Fulling Mill Road, which is listed for $11.9 million and has access to public water and sewer, is also being offered as four separate lots. While there are a mix of offices and warehouses nearby, 2400 Fulling Mill is zoned for residential and agricultural use, meaning a developer will need township approval for a plan that includes commercial or industrial uses.

"I believe there is the recognition that the highest and best use for this tract may not be solely residential and realizing its full potential will entail a developer working with the township to change the zoning,'' said Jim Koury, CEO of RSR, REALTORS®, who is listing the property. "The property also boasts a beautiful farmhouse and someone could maintain that part as a little farmette.''

Koury said flex buildings – combination office and warehouse structures – would make sense along the Rt. 441 and Fulling Mill Road frontage. Fulling Mill already has numerous office/warehouse buildings, including TE Connectivity at 2801 Fulling Mill Road.

In addition, the plan could call for a mix of single-family, townhomes and apartments on the residual acreage which would provide a buffer to the residents in Twelve Oaks and Longview Drive.

A 55-plus community could also be a good fit for part of the tract, Koury said.

Such a 55-plus development – The Pond on Fulling Mill – is currently under construction next door at Fulling Mill and Nissley Drive. Developers of The Pond have said plans call for a mix of mostly townhome and duplexes and have said demand in the area for 55-plus communities is high.

To Tom Williams and his three siblings, whose parents bought the property in 1933 and who still farms it with his wife of 55 years, Tiz, it makes sense to look at other uses for the land. In addition to farming, the couple routinely hosted youth groups from other countries and many of the trees lining the front drive and around the house were planted to commemorate the occasions.

But Williams, 82, said the times, the surrounding community and the business of agriculture are different.

"It's all about change,'' said Williams, who shut down the dairy part of the farm 15 years ago and raises corn and soybeans. "This is now a small farm, and with the changes in agriculture and the way the surrounding community is changing, it no longer makes sense to continue as a farm.''

Not only are modern farms much larger, but Williams points to the existing homes nearby and the fact that more are on the way.

"Cows, crops and condos don't mix,'' Williams said. "What was here before it was a farm? It was once forest and then it changed and became a farm. Just as the community is changing, it's time for this land to change.''
